Stuart Neil is the Director of Strategy and Communications for the International Chamber of Shipping (ICS) where he leads engagement with, energy ministries, industry sectors, communications and helps guide the decarbonisation agenda of the ICS Secretariat based in London.

Stuart began his career in the British Foreign Service before moving to the private sector advising governments and international companies on communication and engagement strategies. Stuart spent 9 years as a Press Secretary to Queen Elizabeth II before moving to the energy sector. He was a Senior Director at the World Energy Council and later became the senior advisor to the Special Representative of the United Nations Secretary General for Sustainable Energy.
