Matthew leads the Black Country Industrial Cluster and has also supported local industrial decarbonisation projects in Northern Ireland and the West of England. His focus is on industrial decarbonisation of dispersed and supply chain-based clusters, which tend to be less amenable to the economics of CCS, national infrastructure or fuel-switching solutions. These clusters are nevertheless strategic to many global supply chains and to the UK economy. They require a distinctive approach.

Matthew is a manufacturing engineer and economist who's spent more than 25 years in the low carbon energy sector, primarily growing and leading a successful engineering consultancy business. For the last decade, he's led efforts to secure devolved powers over energy policy to support economic growth in the West Midlands, including establishing and chairing Energy Capital - originally a private sector-led partnership and now part of the Combined Authority.
