Emma Lecavalier, PhD, is a research fellow at the Blavatnik School of Government, University of Oxford, where she analyses climate rules and regulations with the Oxford Climate Policy Monitor. She also co-leads the Oxford initiative on Green Approaches to Public Procurement (OxGAP), with the aim of understanding the barriers and strategic opportunities to greening government spending.
